Carriage handwheel protective sleeve on the HiTorque bench lathes and SIEG SC4 lathes. This part is found on the parts drawing as 258 or 330 on different models.
The sleeve is in the carriage handwheel assembly and surrounds the carriage handwheel shaft (Drawing part 259).
